If you are flying on a Cessna 172, for example, you normally fly at low altitudes, so one of the most important factors to take into consideration is the terrain.
When talking about the Cruise Altitude decision making progress on Jet Plane Operations there are many factors to be taken into consideration.
Since the Jet Planes climb very high in order to be the most efficient one thing you need to take into consideration is the Max Operating Altitude, which is the Altitude at which you will never climb above.
The Max Operating Altitude is not the only limitation, depending on your weight you might have an aerodynamic or performance limitation that won't allow you to reach the Max operating Altitude.
On top of that, when climbing high, you need to take into consideration several weather factors such as Winds, Jetstreams, Cloud formation, and Turbulence.
If you are heavy after take-off and you have an Aerodynamic/Performance limitation you can perform the step climb.
You perform a step climb when you gradually increase your altitude as the flight progress and your aircraft gets lighter (less fuel onboard).
