The Permanent Secretary in the Ministry of Health Dr. Asuman Lukwago admits that over 4000 health workers are experiencing difficulties with the government payroll, currently hitting hard health service delivery across the country. Dr Lukwago was appearing before the Parliamentary committee on local government and public service to explain the delay and non payment of salaries of health workers.
