Canada Takes Action to Strengthen Immigration System: End of Flagpoling & New Fraud Prevention Measures in Express Entry"
End of Flagpoling for Work and Study Permits (Effective Dec 23, 2024):
The Government of Canada has officially ended the practice of flagpoling, where foreign nationals left Canada and re-entered to process work and study permits at the border. This change reduces border congestion, ensures immigration services are focused on those arriving in Canada, and improves overall efficiency.
Going forward, work and study permit applications must be submitted directly through Immigration, Refugees and Citizenship Canada (IRCC), except for specific exemptions.
Fraud Prevention in Express Entry System (Effective Spring 2025):
To address concerns of fraudulent practices, Canada will remove additional points for job offers in the Express Entry system. This step is aimed at curbing the illegal buying and selling of Labour Market Impact Assessments (LMIAs) used to enhance candidates' chances of being selected for permanent residency.
This change will apply to all new candidates and those already in the Express Entry pool, ensuring a fairer and more transparent immigration process. Candidates with ongoing applications will not be affected.
Ensuring a Fair and Efficient Immigration System:
These reforms reflect Canada’s commitment to strengthening the integrity and transparency of its immigration system. The changes will improve border operations, reduce fraud, and ensure that Canada continues to attract skilled workers to support its economic growth.
