Mr RK Sinha obtained his B.Tech (Hons.) degree in Mining Engineering from the IIT, (ISM), Dhanbad in 1979. He rose to the top post of controller general of Indian Bureau of Mines, Govt of India. He introduced star rating of Mines as the first such system in the Mining world and also implemented Mining Surveillance System (MSS) to curb illegal mining. He also initiated the project titled DAMM (Drone Application for Mine Management) at the prestigious Iron Ore Mine in Jharkhand.
He is a fellow member of various professional bodies like Institute of Engineers, MEA & MGMI. He had contributed to technical papers in various training programs/seminars/symposium.
After his superannuation in 2016 he was appointed a member of technical cum cost committee of NMET by the Ministry of Mines and Chairman of technical committee of NABET-QCI.
Regulation of Mines and Minerals Development to the extent to which such regulation and development under the control of Union is declared by Parliament by law to be expedient in the Public Interest has been included as Entry 54 to list I of the Seventh Schedule to the Constitution. Regulation of the labor and safety in Mines and Oil field has been included as the next Entry. The Mines Act, 1952 together with rules framed thereunder is the statutory and the regulating law. Another piece of legislation is the Mines and Minerals (Regulation and Development) Act 1957.
