FPS: Game only locks the FPS to 60 or 30 (with or without V-Sync)

Sorry about the taskbar, I couldn't record the gameplay without it being shown. The game also easily eats 13gb of RAM when on these settings & resolution. Also, the game shows everything in 16:9 except for the race.
