There's widespread criticism following the recent revelation that South African Cabinet Ministers are exempted from paying their utility bills. Ministers are also reportedly not affected by load shedding because generators have been procured for their households. Also included in the changes to the ministerial handbook is an increase in the amount that members of the executive can spend on cars.
