The font spindle of most Aircooled VW starters ride in a bronze bushing that sits in the transmission housing. If you replace the starter, the starter will come with a brand-new bushing. Getting the old one out is tricky; it's hard to get at the housing with the transmission and engine in the car.

This video shows the specific tool that's designed to remove the bushing, and how it's used. It also shows the bushing puller used as an installer to get the new bushing started back into the transmission.
