STORYLINE
Peace talks between the Indonesian government and Aceh rebels ended in Finland on Wednesday with an agreement by the two sides to meet again for a third round of negotiations in April.
After the talks concluded, former Finnish president Martti Ahtisaari, who presided over the three days of discussions, said the use of UN peacekeepers in the disputed province had been ruled out.
He said outside troops could be used to keep peace in Aceh , but not under the auspices of the United Nations.
Though both sides recognised the need for outside forces to monitor any agreement, "there''s going to be no UN participation in this," he said.
Indonesia''s government did not consider the issue to be an international question, he said.
Regional forces could be used, however, he added.
Asked if there would a plebiscite on any peace agreement reached by both sides, Ahtisaari said "no".
The rebels had insisted on a UN-supervised plebiscite on self-determination in the region, but Jakarta feared a repetition of the 1999 independence referendum in its former territory of East Timor, where 80 percent of the population opted for independence despite a brutal military campaign to intimidate voters to choose autonomy within Indonesia.
On Tuesday, GAM members dropped their demand for total independence for the separatist province, a move that brought cautious optimism.
