"If you are talking about other populations which have switched their anti-epidemic strategy, this is all after they have covered the most vulnerable population subgroups with adequate vaccination," warned Gabriel Leung, the Dean of Medicine at the University of Hong Kong.
"Hong Kong, disappointingly, despite having privileged (vaccine) access, no problem with vaccine supply, for well over a year, had disappointingly not achieved coverage of our most vulnerable group."
The global financial hub officially follows mainland China in deploying a "dynamic zero-Covid" strategy aimed at ending any outbreaks as soon as possible after they occur, but despite extensive contact tracing and isolation policies, daily infections have risen 60-fold since the start of the month.
Scenes of people lying outside public hospitals in the rain and chilly weather have shocked many in the global financial hub in recent days, leading to an apology from authorities.
