It is based on threat perceptions. Their own threat assessment.
It is actually a First Use Option.
It would be critical and ambiguous for Pakistan.
Secondly Nuclear retaliation against Bio or Chemical attack, which is against international norms.
Element of restraint is actually missing.
This notion is also critical for Pakistan's strategic thinkers.
India wants to counter China’s arsenal.
India Actually wants to create Nuclear Asymmetry In South Asia.
The indo-US deal is a step toward this aim.
It is against the Arms Control efforts.
Non-use of nuclear weapons against non-nuclear-weapon states;
However, in the event of a major attack against India, or Indian forces anywhere, by biological or chemical weapons,
India will retain the option of retaliating with nuclear weapons.
Research and Development will continue
It contradicts the below clause of Indian nuclear doctrine.

Options for Pakistan
1. Acquisition of Second Strike Capability.
2. Intelligence, Surveillance, and Reconnaissance
3. Pakistan should communicate its credibility and capability effectively to counter Indian aggression.
4. Pakistan should also ensure the survivability of its command and control system.
Indian strategic thinking is based on Aggressive and intentionally ambiguous doctrine.
Furthermore, it is based on Compellence rather than Deterrence.
Regional Hegemony. This type of provocation would definitely plunge the region into greater instability and turmoil.
