"'Crimes of Neglect' a KCET JOURNAL special report reveals that the police have become the primary caretakers for runaway kids, homeless alcoholics and the mentally ill in Los Angeles. "The program focuses upon the revolving door dilemma that consumes considerable police resources yet provides homeless victims, families and their friends with little of the help they desperately need. The documentary follows cases of teenage runaways picked up by the police in Hollywood and the anguished lives of homeless alcoholics and the mentally ill."
