The quest can be started through Chief Gustavo or by talking to Roy Philips when he returns to Warrington Station.
You can finish the quest be assassinating the three civil ghouls in the metro tunnels for a cash reward, or you can arrange their admittance into the tower for the ghoul mask (which makes feral ghouls friendly) and potentially caps.
There are multiple ways to get them in:
A) Kill all Tower residents
B) Gain the basement key from Herbert Dashwood, take the stairs behind Tenpenny Tower, and hack the terminal or break the generator to allow Roy's feral ghouls to swarm in.
C) Convince Tenpenny to let them in and get rid of stubborn tower residents. The disagreeable residents can be speech checked into leaving or killed.
Alt C) To get rid of Lydia and Anthony, rob the safes in their stores and talk to them; they'll leave outraged by the horrible security personnel.
To deal with Susan and the Wellingtons, find a love letter in Susan's room (south-west room on second floor).
Show the letter to Millicent, she'll deal with her husband and Susan and leave.
Beware: Letting the ghouls in, even going the good karma route, will cause all Tower residents to eventually be murdered. It's important to complete the sidequest Manhandled Manservant beforehand or risk Herbert being dead by the time you return from Rockopolis.
