The Surface Water and Ocean Topography (SWOT) mission is a joint effort between NASA and the French space agency Center National d'Études Spatiales (CNES) that aims to improve our understanding of the world's salt and fresh water bodies. As part of the mission, the water levels of lakes, rivers, reservoirs, and oceans will be measured to help communities make better future plans. The data collected by SWOT will be used by a variety of organizations, including the U.S. Department of Defense, disaster preparedness organizations, universities, water management organizations, civil engineers, and others who need to track water in their local areas. The SWOT mission is expected to launch from Vandenberg Space Force Base in California in December 2022, and is a partnership between NASA, CNES, the Canadian Space Agency, and the UK Space Agency. The project is led by the NASA Jet Propulsion Laboratory (JPL), which is run by Caltech in Pasadena, California, on behalf of NASA.
