Implementation of Colombia's ambitious Peace Agreement negotiated between the government and the guerrilla group FARC remains unfinished. The creation and full functioning of the courts of transitional justice, land redistribution, crop substitution programmes and the protection of demobilized armed combatants have unfolded more slowly than many expected, reinforcing the perception that the government of President Iván Duque is undermining the agreement.
