The CAG has found that the Union govt wrongly retained Rs 47,272 crore of GST compensation cess. This happened in the very first 2 years of the GST implementation. The amount was meant to be used specifically to compensate states for loss of revenue. States have not been paid their promised compensation since last fiscal.
