Al Capone had a difficult relationship with Lucky Luciano and the five families because he would not organize the outfit in the way Lucky Luciano established modern cosa nostra. He refused to induct members into the family, and he didn’t have capos, consiglieres or an underboss. He also was too public for the likes of the more secretive bosses of the five families. Chicago was very important and in the 1920s was more powerful than New York. However, by 1930 the tide changed, and the power was with the five families in New York. One other item that bothered the five families was that Capone would put non-Italians in important roles within the family. When Al Capone went to prison for tax evasion, no tears were shed from New York When Capone got out of prison, he was just a shell of himself and was succumbing to syphilis. He exiled to Florida. He would have been taken out if he had tried to take over the Outfit after getting out of prison. In addition, there were concerns about his health and if the syphilis would cause him to talk too much. The truth is that Al Capone was not well liked by the 1930s in New York.
