If you have an object stationary or moving, there will be multiple forces acting on the object. If an object is stationary there is a force of weight acting on the ground from the object and an equal and opposite force acting on the object from the ground.
If a car is moving forward with a driving force of 100 N, and the air resistance acting on the car in the opposite direction is 50 N, then the resultant force will be 50 N in a forward direction.
If a car is moving forward with a driving force of 100 N, and the air resistance acting on the car in the opposite direction is 100 N, then the resultant force will be zero N, and the car will be moving at a constant speed.
