A clear of Eden's Verse: Refulgence (Savage), or E8S, at level 90 in patch 6.08.

Most Savage fights ever since the beginning of Stormblood, in patch 4.0, have had strict timelines of when bosses execute mechanics. This means that it has historically not been possible to skip mechanics except by killing the boss before it can get to them. But this fight is an exception. By getting Shiva's health below 50%, she will immediately end the first phase of her fight and jump away to begin the add phase. Which means that yes, you can skip one of this game's most infamous mechanics: Light Rampant.

At the current item level, this requires good DPS and good execution of the first phase's mechanics up to Light Rampant. While it doesn't demand perfection, I would not expect any party -- especially one that's never done this fight before -- to simply waltz in and skip Light Rampant at the current level of power. This will change as the item level cap increases, but as of this video's release that's how things stand.
