This happened bank in November of 2017, before Ford issued a recall. Ford Fusion vehicles built between 2014-2016 Ford have a steering wheel bolt that loosens over time, allowing the wheel to rattle on the end of the steering shaft.
Ford is installing new bolts. I've reused the original as it wasn't damaged, and added a thread-locking compound. This video shows why the wheel is loose, and how it is resolved.
