Design to Cost is a normal practice during a real production car project. Everybody have to make an effort to make sure costs are under control to produce a car correctly and make money.
However, I think that to make a real good designed car we should talk about Design Cost Management. This way Design will have a better opportunity to drive and manage cost preserving a better Design at the end.
