During questions about Justice yesterday, Tory Russell Findlay asked a question criminals who were caught by police turned down a fiscal fine faced no further prosecution, even though the ex-Deputy Minister said a refusal to pay would be a 'request to be prosecuted.'
Mr Findlay said this amounted to 'smoke and mirrors' and asked if those who refused are now being prosecuted.
