You can only work on an open work permit until it expires. If you've applied for a closed work permit based on an LMIA, your implied status means you're committed to working for the employer who provided the LMIA.

While your open work permit is valid, you can work for multiple employers. But once it expires, you're restricted to the employer specified in your LMIA
