Joe Biden supporters claim 1994 crime bill did not cause mass incarceration. This is an interesting point for the Biden campaign to make in light of the coming 2020 presidential election. Given Biden's history as a law and order politician, as well as his running mate Kamala Harris, it's hard to imagine them stating that the 1994 crime bill didn't bring mass incarceration to black people.
