Albayalde to focus on discipline, accountability as PNP chief
With barely two weeks left before he assumes his new post, incoming Philippine National Police chief Director Oscar Albayalde on Friday said he would focus on improving the discipline and accountability of the 190,000-strong police force under his leadership. In a video conference with reporters at Camp Crame, Quezon City, the outgoing National Capital Region Police Office chief said he would hold ground commanders down to police community precincts "responsible" for the discipline and actions of their own men. "As part of our internal cleansing, we will put responsibility sa mga iba't ibang commanders on the ground down to the PCP level, they will be made responsible for the deeds or misdeeds or the actions and misactions of all their subordinates o lahat ng tauhan nila doon sa kanilang opisina," Albayalde said. The NCRPO chief also promised that there will be "continuity" in the current programs of the PNP, especially the campaign against illegal drugs. "Ipagpapatuloy po natin 'yan, yung Oplan Tokhang...nakita naman natin na napakaganda ng resulta at ito talaga ang programa ng ating Pangulo, kaya 'yan po ay magpapatuloy po 'yan, hindi tayo magrerelax or sa Oplan Double Barrel or doon sa war on illegal drugs natin, we will not relent doon sa programa natin on war on drugs," Albayalde said. Asked whether there would be a "major reshuffle" once he takes over the PNP helm on April 18, Albayalde answered in the negative. "Wala naman siguro, sabi ko nga hindi naman ako isang commander na pag-upo, napakaraming dala dahil kagaya ng pagpunta ko dito sa NCRPO nitong July 1, 2016 ay magisa lang ako together with my aide-de-camp, dalawa lang kaming pumunta dito, " he said. President Rodrigo Duterte on Thursday announced during an awarding ceremony in Malacañang that Albayalde would succeed outgoing PNP chief Director General Ronald dela Rosa as head of the PNP. "Albayalde is the man for you. The stricter, the better," Duterte said. Dela Rosa was supposed to retire on January 21 when he reached the mandatory age of 56 but the President extended his term for three more months. He is expected to lead the Bureau of Corrections after his stint at the PNP. Albayalde, who had previously served as Pampanga Provincial Police Office chief, is set to take his oath on April 18 while his retirement is on November 8, 2019. — MDM, GMA News
