The Islamic Republic of Iran threatens to respond directly against Israel in response to the execution of Hamas chief Ismail Haniyeh in Tehran. Except for the launching of hundreds of missiles and drones versus Israel on April 13, however, the mullahs have avoided attacking Israel directly. Will they again depart from this pattern? What steps might they take? What concerns might limit the response?
