The Shield Rod can be found in the bottom left corner of The Colosseum through a room with a ton of enemies. Don't forget to pick up the $1000 bag on the ground near the altar. Equip the Shield Rod and a Leather Shield and press Circle and Square at the same time to summon the divine beast.
