Rebel negotiators met Russian officers in the city of Bosra al Sham. A spokesman for the main FSA faction says the talks stalled because of Russia's insistence the rebels hand over heavy weapons. Thousands of Syrians have been displaced by the recent fighting. Francis Collings reports.
