A crowd of angry survivors threw mud and shouted insults at Spain's King Felipe during his visit to a flood-affected town.
The King and Queen Letizia, along with Prime Minister Pedro Sanchez, visited devastated Paiporta, near Valencia.
Public anger over how the crisis was managed reached a breaking point on Sunday.
The death toll from the floods that struck southern and eastern Spain has now risen to 217.
Most fatalities have been reported in the Valencia region.
Paiporta was one of the worst-hit areas, with over 60 lives lost and thousands affected.
