Briefing the Security Council on the situation in Idlib, Syria, Under-Secretary-General for Political Affairs Rosemary DiCarlo said, “counter-terrorism cannot overtake obligations under international law to protect civilians and the obligation to strictly observe the principles of distinction and proportionality.”
Di Carlo told the Council that the problem posed by the terrorist group Hay'at Tahrir al-Sham (HTS) “will need to be dealt with in a more effective and suitable way, one where civilians do not pay the price.”
