But this marine ecosystem is now in danger. Threats such as development, pollution and climate change are bubbling to the surface and threatening to unravel its delicate balance. And this is also jeopardising the livelihoods of coastal populations. The Philippines has a network of marine protected areas. But its effectiveness is undermined by challenges such as budget, lack of expertise and limited continuity of marine protection plans. Enforcement is also an issue. Sea patrollers face harassment and find their lives in danger when they confront violators.
