Muggy is a neurotic miniature securitron made by Doctor 0 due to his hatred for Mister House. As such, it does not sport a policeman's or a soldier's face, but rather the screen displays and chipper, happy coffee cup. Muggy is programmed to have an obsession for mugs and plates. It can render these items for you to their most basic materials and is tormented by his awareness of his unhealthy obsession.

Muggy harbors a deep seated resentment to his creator Doctor 0, for his creation and then becoming a brain in a pod which no longer drinks coffee.
