While some workers and companies may miss out, it is critical the government implements its $130 billion JobKeeper package as soon as possible according to UTS economics Professor Warren Hogan.
Labor and the unions have urged the federal government to include the approximately 1.1 million casuals who are set to miss out on the $1,500 fortnightly JobKeeper payment.
The program, which is due to be passed in a reduced sitting of parliament on Wednesday, is designed to help businesses who are struggling due to coronavirus to keep their employees on throughout the crisis.
Professor Hogan told Sky News "urgency is in the critical element here."
"There can be some tweaks, but there is no chance of making this a perfect policy tool," he said
"And it won't be fair ... you start digging around too much in fairness it will become impossible to get in this place quickly."
So the critical element is speed...there is a limit to what the government can do."
