The Cleen Foundation has urged the Independent National Electoral Commission (INEC) to consider adopting staggered elections in areas worst hit by insurgencies in the north eastern part of the country.
The foundation premised its argument on the basis that it might be difficult for the country to deploy 30, 000 troops in each state as was the case in Osun and Ekiti States.
