The Cuyahoga Emergency Communications System says the second little girl was taken by her father at about 5:30 p.m. yesterday evening, but the Amber Alert didn't go out until after midnight. We're asking them why it took so long.
CECOMS wants the public to know they have two categories for missing kids. The lesser level of "Endangered Alert," and then the *Amber Alert* where they notify all cell phones and broadcast over TV and radio.
But until a law enforcement agency reaches *4 specific criteria,* they can't issue the Amber Alert.
One of those criteria is the child must be in danger.

Newburgh Heights Police Chief John Majoy -- who is also chairman of the Northeast Ohio Amber Alert Committee, spoke to us today on behalf of CECOMS... and says they don't know the details with the missing girl Cleveland Police were looking for last night, but assume *if it took 7 hours* for them to request an Amber Alert, then it must of taken time to reach that level of emergency.
