The new 2021/2022 National Budget is set to appropriate at least 5.6 Trillion shillings down from 5.8 Trillion in planned expenditure towards the country's integrated Transport Infrastructure.
However, some observers, on such huge capital expenditures, argue that there is urgent need for reforms in around annual expenditure on Uganda's public works sector worth trillions of shillings.
Sam Mutabazi, the Executive Director at the Uganda Road Sector Support Initiative says actual value for money, unit cost per kilometer framework on delivery of road projects needs review.
