A long-serving diplomat, Ambassador James Mugume has commended the latest attempt by Lt Gen Muhoozi Kainerugaba to resolve the Uganda-Rwanda impasse.
Mugume argues that this could be the tipping point to the nearly three-year impasse between the two countries, which will ensure the frontiers between the two countries remain closed.
Mugume's view is shared by several experts like Dr Solomon Asiimwe
