However, much would depend on how the development projects roll out in practice. Little information is available on the action it took on the recommendations of the experts.The two individuals who have worked assiduously on the development package – Union finance minister Arun Jaitley and J&K finance minister Haseeb Drabu – are well-versed in the complex ground realities of J&K. If they can execute the plan in a transparent, accountable and effective manner, and if the atmosphere in the rest of the country is free of communal tensions, conditions will doubtless be created to facilitate discussions on the political issues plaguing the state. Their aim? To turn borders – between communities, regions and nations – into bridges.
