How do you make sure you're clear of obstructions on a departure into IFR conditions? Often, you could be using an Obstacle Departure Procedure to keep clear of terrain or obstacles, but ATC can also assign you a vector, even down low close to the ground, using what's called a diverse vector area or DVA.
