I suppose C1 Raiden does not impact her damage by any means, so this should be equivalent to C0 Raiden. All damage are not buffed by any characters or Pyro resonance or food.

Wavebreaker's Fin might not be a F2P weapon (can only be obtained from weapon banner) because not many people can manage to throw some fates into it (I decided to put 30 pulls for Kagura's Verity and got this instead). For some who got Wavebreaker's Fin before, it will be a better 4 star weapon for Raiden Shogun (if you have her) compared to The Catch.

Of course, not forgetting to mention that the passive of Wavebreaker's Fin strongly depends on your team's total energy cost. This team that I use consists of Raiden Shogun, Yae Miko, Kazuha and Bennett (for spiral abyss I swap Bennett for Kokomi because I need him for my Ganyu melt comp).
