Felt Kion still had potential to become evil. After years of casting out outsiders, I doubt he'd be open to let his former enemies into the pride. Fearing it will ruin the balance of the pride lands under his sister's rule, Kion went behind Kiara and Kovu's back to start a civil war to decrease the surplus population of their pride.
