Rain and snow dampened the Northern California region, and more of that is expected Wednesday. The Sacramento Valley dried up after Tuesday afternoon, but snowfall is lingering at higher elevations toward Tahoe. Chain controls were in effect on the roads, and multiple spinouts congested traffic further. Those chain controls are likely to stay through Wednesday. Here is what to expect.
