Republican state lawmaker Mary Morrissey has apologized for secretly pouring water into a Democratic colleague's bag for five months. Carroll, a Republican from Vermont, caught Morrissey doing it on video via a $23 spy camera. Carroll, who was charged with driving under the influence in February and returned from rehab, said the tote bag he hangs in the hallway was soaked a couple of times per week in January and February. Morrissey had a choice each time she did it, and she apologized directly to Carroll. Carroll, who is a Democrat, emphasized the integrity and decorum of legislative proceedings and legislators, and promised to investigate and address any actions or behaviors that compromise these values.
