A review of the Starking Blue Water Ghost Reference AM0284SS17 (also referenced as the AM0284SS77).

At first glance this appears to be a Homage to the Omega Seamaster 300M, courtesy of the wave dial and skeleton hands. look deeper and it seems to have more in common with a typical Rolex Homage.
