Catalan leader Carles Puigdemont has failed to clarify Catalan independence and is calling for more dialogue with the Spanish government. In a letter to the Spanish prime minister, Puigdemont said that dialogue should take place between Spain and its Catalonia region over the next two months. Spanish Prime Minister Mariano Rajoy had given Puigdemont until 8 GMT today to clarify Catalonia's position. Puigdemont on Tuesday night made a symbolic declaration of independence, and then immediately suspended the plan by calling for talks with Madrid. On October 1st, the Catalan government held an independence referendum, during which 90% of voters voted to leave Spain.
