Mairelon the Magician is the first book of the Magic and Malice duology - or A Matter of Magic, depending on which publication you stumble across. Kim is a street urchin and housebreaker in an alternate universe Regency England where magic is real. She goes on adventures with the titular Mairelon the Magician, a.k.a. Richard Merrill, the younger son of a minor noble family. The jacket art of my edition is attributed to Tom Kidd. The A Matter of Magic printing cover is attributed to Larry Rostant. I don't know who did the Mairelon the Magician cover.
My edition was printed as two volumes in one with the publication date of the first book being 1991, by Tor Books/Tom Doherty Associates Inc.
