At the Torrance CA City Council Meeting on September 13, 2022, Mayor Chen departed from tradition by appointing a single applicant to fill the empty seat on the Civil Service Commission. Shamindra "Rickey" Manbahal was sworn into the commission after the motion passed with Councilmember Sheikh voting no and Councilmember Griffiths abstaining from the vote.
