Urban design expert Mikael Colville-Andersen spends a lot of time in Barcelona and often calls it his "second city". So when the Catalan capital continues to design badly for bicycles, he kinda takes it personally because he knows they can - and should - be doing it better. Instead, they spend taxpayer money on bizarre, failed designs that do little to promote cycling as a transport form.
