The World Health Organization estimates that 650 million people live with a physical or mental disability. The WHO says disabled people often face the hardship of poverty and in many countries are frequently denied basic rights to an education, employment and health care. Fifty million disabled persons live in the United States. But 20 years ago the U.S. Congress passed legislation to prevent discrimination against the disabled. VOA's Melinda Smith has the story of one young man who has benefited from that law.
