European Union (EU) officials met in Strasbourg, France on Wednesday to discuss the Russia-Ukraine standoff and called on Russia to de-escalate.
European Union Council head Charles Michel said Moscow must choose between war and diplomacy, as Russian troops build up on the Ukrainian border.
NATO defence ministers also met in Brussels on Wednesday. They all reiterated that despite Russia saying they pulled back troops, their intelligence shows the opposite.
NATO Secretary-General Jens Stoltenberg appeared unconvinced the threat of a Russian invasion of Ukraine had lessened and voiced guarded hopes for diplomacy.
A Russian Foreign Ministry spokeswoman said Stoltenberg's words are not taken seriously in Moscow, while foreign minister Sergey Lavrov said Russia will retaliate if sanctions are imposed over Ukraine crisis.
