A revised EU Energy Performance of Buildings Directive was approved in March 2024. The main objectives are to substantially reduce greenhouse gas emissions and energy consumption in the EU building sector by 2030 and make it climate neutral by 2050
This will mean by 2030 all non-residential buildings will need to be above the 16% worst performing benchmark and by 2033 above 26%.
EU Member States will be required to ensure that the average energy consumption of the residential building stock is reduced by 16% by 2030, and by a range of between 20-22% in 2035. 55% of the energy reduction needs to be achieved through renovation of the worst performing buildings.
The directive is expected to trigger a wave of renovation projects.
National building renovation plans will have to be established to set out the national strategy to decarbonise building stock, address financing, training and upskilling the workforce.
Member states could exempt some historical or holiday homes from these plans, but otherwise it will cover all buildings.
The directive introduces Improved A to G Energy Performance Certificates based on a common set of criteria and using a standard EU template, to better inform citizens and make financing decisions across the EU easier.
The A classification will correspond with a zero-emission buildings (ZEB) while the letter G will correspond with the 15 % worst-performing buildings in the national building stock at the time of the launch of the scale.
The directive also introduces voluntary renovation passports, to provide a tailored roadmap for the renovation of a specific building in several steps that will significantly improve its energy performance to transform a building into a zero emission building by 2050 at the latest. These passports will need to be issued by qualified and certified experts following an on-site visit

This will also support the EU to gradually phase-out boilers powered by fossil fuels.
Member States will have to set out specific measures on the phase-out of fossil fuels in heating and cooling with the aim of a complete phase-out of boilers powered by fossil fuels by 2040.
